A place is a booking
Twelve at once means twelve bookings on that departure, and the thirteenth is refused rather than taken and sorted out at the meeting point. The days you do not run are never offered, and a one-off closure is a date you block.
It counts bookings, not heads, and that is the honest limit: a couple who want two places make two bookings. A tour is never asked how many of you there are — that question belongs to a restaurant table — so a per-person price cannot be reached from here.
