How to show up on Google Maps
In order of what actually matters, and an honest answer about which part of it a website is, which is smaller than anyone selling you one will say.

Nobody outside Google can promise you a position on the map, and everybody who sells this promises one anyway. What can be said honestly is which signals Google has documented, which of them you control, and in roughly what order they are worth your afternoon.
The short version: Google is deciding how relevant you are, how close you are and how well known you are. Distance you cannot change. Relevance and prominence are mostly your Google Business Profile, the categories, the hours, the photographs, the reviews, and a small, real part of it is having a website that agrees with all of it. That last part is the only part this page is selling, and it is genuinely the smallest of the three.
In order of what it is worth
- 1 Your categories: the primary one especially, and it is the single field most often wrong
- 2 Reviews, and answering them, recent ones count for more than old ones
- 3 Complete hours, including the special days you are shut
- 4 Photographs, of the place and the work, added more than once a year
- 5 A website whose name, address and phone match the listing exactly
- 6 Posts, questions answered, and the description, real, and the smallest of the six

Open your profile and read the categories out loud
The primary category is what Google matches a search against, and "Restaurant" where you meant "Trattoria" costs you every search for the second word. Secondary categories are nearly free, add the true ones and none of the aspirational ones.

Fix the hours, then the special days
A listing that says you are open when you are shut is the one error that produces a bad review from somebody who never came in. Special hours are a separate field from the weekly ones, and it is the field nobody fills in.

Get the website field right
It should point at a page about YOUR business, not at a Facebook page and not at a marketplace listing where somebody else's name is on the header. The name, the address and the phone number on it should be character-for-character the ones on the profile.
It agrees with the listing, or it does nothing
The website field on a profile is not a ranking button; what it does is give Google a second, independent statement of who you are, and that statement is only worth something if it matches. A site with an old phone number, a previous address or a different trading name is not a neutral second source, it is a contradiction.

Reviews are the work, and there is no shortcut
Prominence is mostly how much of the internet mentions you, and for a local business the reviews are the biggest single piece of that. There is no tool that produces them: they come from asking, at the moment somebody is pleased, and from replying to the ones you get.
What a website can do is stop the ones you have from being invisible. Your rating and your real review lines go on the page as proof, so somebody who lands there sees them without going back to the map.

Three things that are not worth what you are told

Buying reviews
It is against Google's terms, it is detectable, and a profile that gets suspended is off the map entirely rather than lower down. The recovery takes weeks and it is not guaranteed.

Keyword-stuffing your name
"Joe's Barbers | Best Barber Shop Downtown" is a suspendable edit and competitors report it. Your name on the profile should be the name on the door.

Paying for a monthly "local SEO" retainer before the free fields are right
Most of what is being sold is the profile fields above. Do those yourself first, and see what is left before you pay anybody a monthly fee for it.

Questions
Do I need a website to show up on Google Maps?
No, a Google Business Profile alone can rank, and plenty of businesses on the map have no website at all. What a website adds is a second statement about who you are that Google can read, and somewhere for the person who clicks through to land. A profile is not a website covers the difference.
How long does it take to move?
Nobody honest gives you a number, because none of us can see the algorithm. Fixing categories and hours can show up within days; prominence built out of reviews is months of ordinary work. Anyone quoting a timeline is quoting a guess.
Does having a website move me up by itself?
Not by itself, no. It is one signal among many and it is worth most when it agrees with the listing exactly, which is the reason a site built out of the listing is worth more here than one typed by hand from memory.
Is a Facebook page enough instead?
For the website field it is better than nothing and worse than a site of your own, mostly because you do not control what is on it or whether it is reachable. Website or Facebook page is the longer answer.
How do I get more reviews without asking badly?

My hours on Google are wrong, does the website fix them?
The other way round. Google's listing is the source: fix it there and a claimed Clay site follows it. Special days you are shut are the exception, Google keeps those in a separate field and you set them on the site: opening hours on your website.
